Issue/Rationale

Issue Rationale for bids to be awarded as required per FS 287, DOE 6A-1.01 and School Board Policy

 

a.  Plumbing Construction, Repair and Connection for Existing and/or New Construction and Relocatable Classroom County-Wide #08-F-200 – Bid established for the purchase of labor, materials, equipment and supervision to perform plumbing construction, repair and connection, for projects anticipated not to exceed $7999.99 at firm fixed hourly labor rates for licensed plumber and laborer.  For project that exceed $7999.99 a Request for Sealed Quote will be issued and vendor with lowest quote meeting specifications using these hourly rates will be issued a purchase order.  Twelve (12) bids solicited, four (4) bids received and one (1) bid returned.   

 

b.  Electrical Components for S.B. Jennings & W.E. Cherry and Individual Unit Pricing for Ballast & Fixtures #08-MA-290 – Bid Part One established for the purchase, delivery, and training of electrical materials and components for the replacement of panels and switchgear at the listed Schools.  Bid Part Two established for the purchase of ballast and fixture units at a firm price.  Five (5) bids solicited, three (3) bids received and zero (0) bid returned.    

 

c.  Extension of Force Main at Tynes Elementary #08-MA-287 – Bid established for the purchase of labor, materials and equipment for the installation of a 4” sewer force main extension at the listed school.  Five (5) bids solicited, two (2) bids received and zero (0) bid returned.   

 

d.  Fence County Wide #08-F-201 – Bid established for the purchase of labor, materials and equipment for the installation of fences and gates.  Sixteen (16) bids solicited, three (3) bids received, one (1) no bid and three (3) bids were returned.  



Recommended Action

Award bid as follows:

 

a.  Plumbing Construction, Repair and Connection for Existing and/or New Construction and Relocatable Classroom County-Wide #08-F-200 - Recommend award to:

Projects under $7999.99; lowest bidder is giving first consideration during contract period.  When the lowest bidder is unable to deliver items, the next low bidders, based on the order of award below, shall be contacted. 

First low bidder:  W.W. Gay Mechanical Contractor, Inc., 524 Stockton Street, Jacksonville, FL  32204

Second low bidder:  Hoffmann Plumbing, P.O. Box 65070, Orange Park, FL  32068 

Third low bidder:  Wright Plumbing Inc., 4261 Blueberry Street, Middleburg, FL  32068

Fourth low bidder:  W.H. Hearn Mechanical or Tallahassee, Inc., 5406 Harriet Avenue, Jacksonville, FL  32205

Projects over $7999.99; A Request for Sealed Quote shall be solicited from the following vendors:

b.  Electrical Components for S.B. Jennings & W.E. Cherry and Individual Unit Pricing for Ballast & Fixtures #08-MA-290 - Recommend award to:

Part One: Received pricing from two vendors, World Electric Supply made an error when transferring their pricing information and requested to be excluded in award of Part One. City Electric Supply thought the bid did not open until the 25th and therefore was unresponsive. In order to justify awarding of Part One  World Electric and City Electric Supply confirmed that pricing was fair, competitive and well within market value.

Award bid to all vendors meeting specifications in order of pricing.  Second and third low bidder shall only be used when first low bidder, states in writing, they are unable to provide service at that time.

First low bidder:  All American Fence Company, 225 South Edgewood Avenue, Jacksonville, FL  32254 (Part 1 and Part 2) 

Second low bidder: Aabot Fence Inc., 653 N. Goldenrod Rd, Orlando, FL  32073 (Part 1 and Part 2 (Industrial only))

Third low bidder:  Fenscape Fence Company, 533 Madison Ave, Orange Park, FL  32043 (Part 1 only).
